Caroline Anne Blakesley (nee Thompson) was born on 7 June 1971 to Henry, and officer in the Royal Navy, and Virginia Thompson, a nurse, in Portsmouth. She attended Trinity College, University of Cambridge, where she earned a degree in history and politics. She briefly worked as a correspondent at the Financial Times before earning a Kennedy Scholarship and studied public policy at Harvard Kennedy School, graduating with an MPP in 1997. Caroline would then work for the consultancy firm Bain & Company for the next several years before accepting a position as a special advisor to Geoff Hoon.

Caroline was selected to contest the seat of Ealing, Acton, and Shepherd's Bush for the Labour Party when Clive Soley announced his retirement in 2005, being elected in the general election (in 2010, she would stand and be elected in the newly created Hammersmith constituency). She quickly joined the Blair ministry as a PPS to Des Browne and eventually a junior minister at the Department of Work and Pensions, before serving as a junior minister at Business, Innovation, and Skills under Lord Mandelson. She backed David Miliband in the 2010 Labour leadership election and did not join the frontbench team under Ed Miliband. Since 2010, she has been an active member of Progress and viewed as a member of the true Blairite wing of the Labour Party.
