Kingston was born into a middle class family. His family owned an entertainment business (originally a record store that grew into an HMV style entertainment store). Kingston went to university at Queen's in Belfast, part of the prestigious Russell Group, obtaining a First in Politics, Philosophy, and Economics. He then went straight into a career in politics as a political adviser to a Ulster Unionist Party MP, then moving back to England to be an adviser to a Conservative MP. He then was successful in getting elected to the first North Somerset Council, as a Conservative Candidate in 1996. In 2005, Kingston was chosen to stand as the Conservative Candidate for Weston-super-Mare, which he unseated the incumbent Lib Dem MP, Brian Cotter.

The Rt. Hon. Horatio Talbot-Carlisle, 1st Earl of Chalfont, was expelled from the House of Lords in 1999, after the Lords Reform Act, and ran in his local constituency in the 2001 general election, winning by a large margin. He is a self described Thatcherite tory.

Biography:

Emmanuel Runswick-Jones was born in 1967 in Pembrokeshire, the son of Sir Christopher Runswick-Jones, an aristocrat, art historian, and art collector. His grandfather Percival was a Liberal member of Parliament and junior minister in the National Government of Stanley Baldwin in the 1930s. Emmanuel attended the Harrow School before being admitted to read Literae Humaniores at New College, Oxford. While at university, he was an active member of the Oxford Union, being elected to the Standing Committee for Michaelmas 1981, and Treasurer for Trinity 1982. Runswick-Jones was also involved in student politics, and was elected President of the Oxford University Conservative Association for Hilary 1983. He graduated in 1983 with a first-class degree.

After graduating Oxford, Runswick-Jones set his sights on a legal career and accepted an offer to read for a second B.A. in law (later promoted to an M.A.) at Trinity College, Cambridge. He completed the Tripos with first-class honours and continued at Trinity to write a dissertation on maritime law, for which he was awarded an M.Phil. He earned qualifications as a barrister and joined Middle Temple in 1991. 

Following the 2005 General Election, Runswick-Jones became increasingly involved in Conservative Party activism. He was particularly offended by what he viewed as 'constitutional vandalism' on the part of the Blair government, regarding their policies on House of Lords reform and changes to the judiciary. In 2010, he was selected to stand as the Conservative candidate for Camarthen West and South Pembrokeshire, defeating the incumbent Labour MP Nick Ainger.
