Dutifully awaits the recognition by the Speaker
Thank you Madam Speaker, on a point of order--I note that the text of the enacting clause in the Police and Crime Commissioners (Elections) Act 2016 and, indeed, all of the other pending legislation carried over from the last session reads: "BE IT ENACTED, by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal..." While I am most grateful that "creative" constitutional "innovation" has not yet impacted the former part of that clause, I do fear that we no longer have a House of Lords and, therefore, I am concerned that legislation can not be properly enacted under the form as it stands in these bills, carry-over notwithstanding, as the assent of the Senate is not indicated. I wonder if you, Madam Speaker, might advise us how this deficiency can be corrected or assuage any concerns I may have regarding this matter?
