Today I heard the statement of our Foreign Secretary in the House. Thanks to the work of this Government and Secretary Macmillan, British position in the world is stronger today than months ago. Today, Sir Rodric and his staff Will be able to go back to the Soviet Union to represent our interests, this time safely. Great news coming from a Government that is working Hard for Britain.

What the Soviets do not seem to understand is that it is not within their power to demand a fresh ambassador, I re-appointed Sir Rodric because he has a sterling record as a diplomat at the highest levels of international relations. The Soviet Union do not get to dictate who heads up the British mission to Moscow the British Government decides who does, this Government believes that the best man for the job is the only man for the job and the best man is Sir Rodric. I urge the Soviet Union to see sense and stop trying to play games with international law and diplomacy.

The ambassadors of the United Kingdom are appointed by Her Majesty the Queen on advice of the Foreign Secretary, communists have no competence on deciding our diplomatic staff in Moscow. I thank Foreign Secretary Macmillan to mke it clear, showing to the Soviet Union that the representatives of the British people are the ones entitled to decide over the country. Labour should take note and learn from our Government, this country will never surrend to the false song of socialism and communism.

Today I spoke in the House to support the Intelligence Services Act, as I said in the press, this bill es more necessary than ever before. It guarantees two very important things, first of all it prevents future scandals that affect the honor, dignity and job of our intelligence services, secondly, it guarantees their independence from politicians and parties, avoiding leaks or similar situations, that affect our security and guarantees more success to their operations. I ask all MP's to pass the bill unanimously. The Government and Conservatives continue working to make the UK a safer placer.

In these cold winter months, millions of people across Britain are suffering from the despair, discomfort, and negative health impact of fuel poverty. Meanwhile, in the boardrooms of the recently privatised energy firms, fat cat executives are patting themselves on the back and rewarding themselves with obscene recession-time pay hikes and bonuses for a job well done. While any reasonable person would see this situation as outrageous and would know that we need an energy industry organized to meet human needs, organised to end the scourge of fuel poverty the Tory Environment Secretary is perfectly fine with the fundamentals of the situation. 

In fact, according to him, not only do millionaires in need of a new yachts deserve pay increases nearly ten times that of the measly raise the Government decided our doctors and nurses of our NHS deserved in their last budget, but he believes the solution is to turbocharge the market allowing the energy firms to loot more, granting them more power. This is becoming a running theme as we see the consequences of the rotten Tory economic experimentation. Beyond all of their rhetorical claptrap about opportunity and efficiency were simply policies that facilitated speculators and corporate fact cats as they pillaged what was once ours so that they could have more. Working people deserve better.

As Prime Minister, I am committed to delivering peace and security for all Northern Ireland. We stand on the side of those who seek to decide the future through democratic means, and against those who seek to use the bullet and the bomb. We have taken action against the IRA, but remain committed to stopping all forms of domestic terrorism. That is why the Home Secretary has taken action to proscribe the Ulster Defence Association, and empower the appropriate services to prevent terrorism and violence by the organisation. Proscribing the UDA is a necessary step towards peace and security in Northern Ireland, but there remains a long way to go: this Government will take every step required - the people deserve nothing less.

Being bold, when it comes to political issues as existential as the environment, is a no-brainer. Liberal Democrat leadership on the environment is long-standing, however I wanted to modernise our pledges, and renew our commitment to our planet. As a committed, lifelong Methodist, I think that fine old concept of stewardship - to protect our planet for the next generation - is vital. That is why I felt my home constituency, in beautiful Powys, would be a perfect location to launch. It's time we saw real investment in microgeneration, had an economic strategy centred on creating green jobs, and led the way for reform across Europe - we must encourage local, seasonal farming, and lead the way to create a pan-European Environmental Agency. My party has a plan for our planet, and I want to put the environment far higher up the political agenda, with policies rooted in bold leadership, not populist platitudes.

The Prime Minister's announcement is one that shows creativity, ingenuity, and, most importantly, leadership. The task of unifying our country after decades of divison and divisiveness from high office. What the Prime Minister and his government offer this country, as we approach a new millennium, is a refreshing commitment to building one nation of Britons, united in our differences, with a common commitment to community. By invoking the words of the great President Kennedy, Prime Minister Myerscough encapsulated what One Nation Tories across the country have been clamoring for for years: we need to rebuild, reinvigorate, and reunite our country so that good citizenship and good stewardship are the hallmarks of the culture.

Griff's boots are big and hard to fill - I'll miss the measured element he brought to Shadow Cabinet. I can't promise I will adopt the same style, but I will fight tooth and nail to advance the same principles: a proud Britain that fights for and champions a progressive world, working with our partners and spreading internationalist values in the process.

This afternoon it was my hope to watch as the Prime Minister stood alongside the leaders of the Labour and Liberal Democrat parties as they announced a set of cross-party commitments aimed at securing a lasting peace in Northern Ireland. The declaration, the language of which my office is now making public, included what I had hoped would be universally acceptable actions that would bind each major party to prioritizing peace and defeating terrorism. Unfortunately, James McCrimmon and Ruan Preston have refused to sign the document on behalf of the Labour Party, and decided to leak its contents to the press. 

I am not going to attempt to explain why the Labour Party couldn't get on board with these commonsense proposals, but I will say I am deeply disappointed. Despite failing to win Labour's support, I can confirm that the Government will honor all 5 pledges included in the declaration. In that regard, we have already made progress: a previous draft of the declaration included language on proscribing the Ulster Defense Association a terrorist organization, which the Government has done just yesterday. The remaining 5 pledges, from pledging to bring all relevant parties together to work towards establishing peace to protecting the democratic will of the people of Northern Ireland, all remain top priorities for this Government. 

I'd like to take a moment to thank the leader of the Liberal Democrats, Alex Cardigan, for his work in drafting these proposals. His proposal of requiring each party to pledge to work towards the decommissioning of weapons on both sides of the border was a vital addition that strengthened the declaration greatly. Given that we were able to agree on this cross-party declaration, I am confident that we will be able to continue to work together on this issue despite our other political differences. 

Despite this set back, I can promise you this: every day this Government has the privilege to serve on behalf of the British people we will continue to condemn the evil that is the IRA unequivocally, guarantee the right to a safe and prosperous life to all people in Northern Ireland, and endeavor to secure a future free of terror. 

And most importantly: we will never, ever treat the lives of the people of Northern Ireland with the disdain and disrespect shown to them by the Labour Shadow Ministers who cared more about leaking information to the press than sitting down and hammering out a solution.
