Labour was annihilated in the Welsh Assembly elections because the people of Wales are sick and tired of a party that has no interest in keeping their promises. In forming this coalition, the Conservative Party and Plaid Cymru have decided to set aside our difference, recognize that what unites us is our commitment to the people of Wales, and deliver the real leadership the Welsh people deserve. The Conservative Party stays committed to our position on Europe, just as Plaid Cymru stays committed to theirs on independence. What the Labour Party is clearly incapable of understanding, evidenced by their refusal to work with other parties in the House of Commons, is that finding common ground is not only possible but often essential in providing people with the Government they deserve.

The Conservatives and Plaid Cymru have banded together to restore NHS funding that was slashed under Labour, create 70,000 new homes, and eliminate corporation tax for small businesses and farms across Wales. No amount of whining from the Labour Party will change that.  

In the House today I just outlined the government's devolution settlement for Scotland and the outcome of talks regarding that settlement with the Scottish government. As importantly, I have explained that I've set up a committee exploring how devolution can work in the future, with the viability of full fiscal autonomy to be explored so we will give Scotland short term devolution but explore in the long term our aim to have a Scotland free to pursue its own destiny within a strong union.

As a member of the negotiation comission, I'm proud of the deal arranged by Welsh Tories and Plaid Cymru, a deal for a Government of Change, a historical agreement that will end with 17 years of Labour mismanagement in Wales. We are all awar e of the damages caused by the Labour Government in the region, but we mentioned them in the campaign, now it's time to talk about the positive policies of the Tory-PC deal:

The core of the policies are the social ones, specially healthcare proposals, we want for the Welsh people the best services, unfortunately that wasn't possible under Labour government due to their mismanagement of the public administration, our deal and next Welsh Government will focus on healthcare by increasing the yearly investment over the inflation level in the NHS every year to defending our purchasing power and the quality of our healthcare system and also meeting professionals to know their needs and then increase and update the number of healthcare professionals according to the demand.

Fortunately, Wales will have a Conservative Government that will take care of the social needs of the people.

As I said in the past, the core of the deal between Welsh Tories and Plaid Cymru are social policies. In the previous Press Release I talkd about Healthcare, now I'll talk about the other great column of social policies, Education.

The agreement between Tories and Plaid Cymru puts freedom to choose in the center of our system, freedom for parents and children must be the key for the development of our education system. In our deal we also commit many funds to directly fund classrooms, specially the ones that have more needs.

Fortunately, Wales will have a Conservative Government that will take care of the education needs of the people.

With a Welsh economy close to bankruptcy, active policies to fight against Labour's economic mess are a need, Wales is leading poverty, deficit and low growth rates across the country.

Welsh Conservatives campaigned in a platform with economic policies that could put Wales to work and end the economic mess caused by Labour, many of the policies are included in the deal between Tories and Plaid Cymru.

We will fight to elimnate business tax rates for SME's, Wales will lead among  business friendly territories, we have a plan to create wealth and reduce poverty.

We also have to back our industry after years of bad policies, we will create an industry led body to encourage business development and investment in Wales.

Fortunately, Wales will have Conservative Government that will take care of economics. 

Wales is one of the historical regions that form the United Kingdom of Great Britain and Northern Ireland, and as such we must recognize its singularity.

Conservatives led the fight for Devolution in the British Parliament while Labour was in a second plan, Welsh voters saw it and backed us. 

In our platform we had important proposals to recognize Welsh singularity and now they will be performed under the next Government, Devolution will be a key piece of the next Welsh Government, devolution is the best tool to recognize and protect Welsh history and identity while protecting the Union, because under this new Government, no independence referendum will be held and the Union will be preserved. 

I am extremely disappointed to see the Conservatives repeatedly talk down Wales in an attempt to score political points and fear monger. What makes it worse is that these talking points are completely factually untrue. 

Wales is not on the brink of bankruptcy and is not suffering from growth, having the highest growth in the UK at present. Instead of talking Wales down, the Conservatives should focus on working to build on the achievements made by the Labour administration. 

I've seen so many Tory u-turns on the referendum lock that I'm getting whiplash. First they oppose it. Then they announce that they'll support the referendum lock in order to take power in Wales. Then they say that as soon as they're out of office in Wales, they'll oppose it again. Why should the Welsh nation and Welsh people only be given an equal vote when the Conservatives hold power in Wales? Is William Croft's commitment to supporting the will of the Welsh people only a desperate ploy to gain power that he'll reverse as soon as the Tories are, rightfully, kicked out? It's just sheer hypocrisy no matter which way you cut it. William Croft must explain to the Welsh people why they deserve a referendum lock while his party is in power, but why their voices matter less when it isn't.

For all of his talk about how great the Scottish and Welsh Conservatives are, it's shocking that William Croft couldn't find one to take responsibility for devolution policy.

Today I travelled to HMNB Devonport to present the Conservative Party's plan to reinvest in and modernize Britain's armed forces. Our plan would immediately inject a whopping £8.6 billion, recruit over 25,000 new regular service members, and massively expand the size and technological capabilities of our navy and air force. This is a plan not simply to prepare our country to meet the challenges we face today, but to be prepared to face the challenges of tomorrow. With an increasingly threatening Russia, and emboldened China, and radical terrorist groups expanding across the world, now is the time to truly commit to rebuilding our armed forces. 

Today, the Conservative Party has done just that. 

William Croft is either woefully misinformed or willfully dangerous. He recently announced his goal to deploy British forces to Taiwan, in violation of the One China policy, to join an American garrison that does not exist. I'm not sure where Mr Croft learned about far East policy, but he would be wise to note that there are no American military deployments on Taiwan and that any such deployment would likely be viewed as an act of war by the People's Republic of China. His policy of deploying British forces to Taiwan would risk starting an unnecessary war with one of the largest military's in East Asia. It would certainly start an economic war that would devastate the British economy. After his misadventures on Pakistan and diplomacy by tweet on Iran, William Croft's new policy on creating a military crisis in East Asia shows just how dangerous he is or Britain.

The belated reveal of the Shadow Cabinet contains many very suspect appointments. Croft has appointed as his shadow equalities spokesperson Andrea Leadsom, who has failed to support the LGBTQ+ community at critical points, including on marriage equality. He has since gone on to claim that all members of his shadow cabinet agreed to support equal marriage - I look forward to the admission of a u-turn from figures such as Priti Patel. I know William Croft is personally passionate about equality, but he cannot pretend that all in his party share his views, or will support his decision to whip on such matters.

During the STV referendum, Roger de Gruchy lambasted millions of people as bleating urban elites, incapable of reasonable discourse. This was the most explicit attack on the majority of the British people that a British politician has launched in years. Yet, instead of punishing de Gruchy for such an aggressive and hostile attack, Croft has promoted him. Does William Croft condemn Roger de Gruchy's remarks or does he agree with them?

The Conservative Party has consistently highlighted the importance of acting quickly to provide those impacted by the floods with all of the resources and aid they need, and we look forward to the Government finally honoring their promise to create a Government agency dedicated to flood prevent. Now it is time to take the equally important step of determining what went wrong with the Government's response, which is why I've introduced a motion before the House urging the Government to order an independent review into the 2016 Summer Floods. It is without question that the Government's response was delayed and lackluster, and it will be impossible to truly prepare for future floods when they come if we don't gain an understanding of what this Government got wrong and how they could have acted better. 

No one's interested in placing blame, but the Opposition is interested in making sure the British people receive answers to the questions they've been asking about how this Government acted during the flooding crisis. I hope the Government will welcome this opportunity to have an impartial, unbiased review into their procedure and how things can be improved to ensure less damage is done to the lives of the British people in years ahead. 

Just days after the Prime Minister suggested my commitment to bolstering our presence in East Asia would "cause a war with China," the Government has now confirmed that British ships will participate in naval action that involves sailing through the Taiwan straight. I'm very pleased to see the Prime Minister taking my advice on the need to be tough on China, a currency manipulator and aggressive-actor that has endangered our allies with no objection from the Government. Time and time again, this Government has to be dragged kicking and screaming by the Opposition into doing the right thing on foreign policy. Despite the unnecessary political spin, I'm pleased to see that the Royal Navy will be strengthening our presence in East Asia.
