Noah Thomas Adamu was born in Harrogate, North Yorkshire to second-generation immigrant parents Onu Adamu and his wife Seyda. His parents were both teachers. Adamu was brought up a Christian tradition and maintained his strong religious beliefs throughout his life. He attended local state primary school and took the 11-plus to go to a local Grammar school. As a young person, he was very political and was involved in the Labour Party. He attended Conference as a youth delegate and at 17 spoke for the first time. He was also in his local church drama society.

Adamu attended the University of York and studied Social Work. He was a member of the Labour Society and President of the Drama Society, putting on several successful plays and starring in the titular role of Hamlet. Adamu considered changing career and becoming a thespian but opted to stick with his degree and try social work.

He worked as a social worker for a few years before moving to an administrative role in Children's Services where he took-on referrals and managed caseloads, eventually becoming a manager. During this time, he was Secretary of his local CLP, though never ran for council.

Adamu ran for Parliament in the 2010 general election in the Richmond constituency, home to William Hague. Naturally, he was unsuccessful but he impressed party officials with his enthusiasm and energy. He did the same again in the first 2015 General Election, He was later selected to run in the Loughborough constituency in the late 2015 General Election. He successfully campaigned and defeated Conservative incumbent Nicky Morgan.
