I for one look forward to the "new" Conservative Shadow Budget, as the last one that we saw in the papers was a terrible mess that sought to declare an economic war against working families in this country.

And that's why I know, regardless of the statements of the press, this Government's proposals on spending and taxation are going to be right for the United Kingdom. Our Government has focused on supporting the needs of millions throughout this country and it's something we will continue with the budget. The Chancellor has spoken highly to Parliament and to the public about the need for restraint and ensuring that this country can spend within its means. But unlike the Conservatives who seem to think you can't balance those two, I am sure that this Government, with its competence as opposed to blunder, will deliver on that.

I'll leave the actual proposals to the Chancellor and to the budget itself in the coming days. But I know that Labour has proved to be prudent fiscal managers while the Tories only deliver busts. That won't change. We've shown you can have prudent spending, fair taxation, and adequate public investments, and we will show that to the people again.

As growth falls by nearly 20%, inflation is stagnant, and house prices rocket it is clear that we need an ambitious budget that will help the least well off in our society. That is what the Liberal Democrats promise in our upcoming Shadow Budget. The poorest in our society need more disposable income, not the abolition of the Tory Donor Tax, so we're abolishing the lowest rate of Income Tax instead and cutting VAT. Young people need security in the future which is why we are investing in a green and global Britain to bring new industries to our shores and provide a competitive advantage for our economy that can serve us well into the new Millennium. And the people of this nation need a Government that will get off their back but back them up when the going gets tough which is why we are freezing Council Tax to give people more income but backing that freeze up with a large-scale injection of funding into local government direct from a new tax on second homes. Governing is about priorities and too often the Big Two parties' priorities are in the wrong place.

There he goes again. The Chancellor's party has had four years in Government, and yet he can't resist but to point the finger at the Conservative Party in the hopes of scoring political points. The British people want results, not more endless excuses from a Chancellor that can't seem to get his priorities straight. And let me be very clear: every British person should respond with extreme caution whenever they hear a Labour Chancellor utter the words, "financial flexibility." What that really means, in classic New Labour double speak, is that the Chancellor is planning to jack up spending and ask working people to foot the bill.

It's becoming increasingly clear that the Chancellor's tactical leaks to the Sun on responsible spending were nothing more than a smoke screen for his real plans to radically ramp up spending. When the budget is released and the full extent of the Chancellor's spending promises laid bare, the Conservative Party will aggressively fight Labour's newest attempt to spend Britain into the financial deep end.

What the Chancellor would rather like you to forget is that for the last few years Labour have been following Conservative spending plans, so while it is nice of him to finally present a vision for the future that is actually Labourite in origin it does beg the question of what a Labour Budget actually looks like in this day and age? Does it look like more of the same Tory-lite nonsense that will see him wage war on the poor and neglect our public services or will it see him expand the state massively in a glut of tax, spend, and borrow? There is of course a middle way which the Liberal Democrats are going to pursue with gusto in our Shadow Budget, I urge the Chancellor to join us in the centre rather than following the Conservatives for another year longer.

If William Croft wants results, I'll give him results: hundreds of thousands of new businesses created. Debt down. A current account surplus. Wages up. Growth up. Investment up. I could go on, but I am consciously aware I may bore him and the public.

The British people have seen Labour's record. I intend to continue it, and to capitalise on it. That means fiscal sustainability, fairer taxes and investment in our fantastic NHS and schools - none of which we had seen in the previous Conservative administration supported by the Shadow Chancellor.

All the New Labour spin in the world can't deny the real economic impact they've had on this country, the price of which is being paid by hard working people across Britain. Growth is falling, inflation is stagnant, wasted spending, taxation through stealth on the rise, and our families worse off because of the abolition of the MCA.

Now more than ever we need a budget that puts more money into the hands of the British people through real tax cuts. We need a budget that investments more in our police, our schools, and in our infrastructure to rebuild communities across the country. We need a budget that cuts waste and reforms public service spending, so that more of the money we invest in the NHS actually reaches the patients it's intended to benefit. The status quo is not working for Britain, and more of the same from this Chancellor just isn't going to cut it.

That during a global recession, growth is up and inflation is holding at 2%, and that this steers well clear of the £50bn deficit build solely on tax cuts for the rich enacted by the late Conservative government, tells you everything you need to know about whose economic credibility is worth the paper it's written on.

For all of Mr Croft's bluff and bluster to the contrary, the public know that the Government's record on this is good and it is exactly that sustainable financial management, combined with responsible, targeted investment in our public services, that will continue to see Britain through the global recession in the way that we have been doing.

Sir Jack hates Tory economics so much so that he has voted for 3 out of 4 budgets that have kept Tory spending levels in education and healthcare. That 4th budget was a budget giveaway as Gordon Brown smartly realised Tony Blair is a sinking ship and he needed to bailout Labour at expense of taxpayers. Labour's supposed economic strength comes from following the prescription Tory government before them but this is not working anymore, growth is reducing and the economy can not keep up with Labour's ridiculous approach anymore. We need the real deal back not Labour's pathetic mimicry.

I understand it's popular for opposition Members to repudiate Labour's successful economic strategy by simply pointing out that 'growth is falling.' But we know the truth is that under Labour's competent economic management, we have avoided a global recession. There is still strong growth, stable inflation, falling unemployment and rising wages.

The Conservatives are accusing these realities as spin, their go to accusation. But the British people know the reality, and I will continue to build on that success while the Conservatives continue to have no plan at all and instead promote the same boom and bust economics they have which had which had put us through multiple recessions and racked up £50 billion deficits.

What will define this budget is not so much what is going to change as what will be staying the same. We all know New Labour's penchant for following the status quo, indeed, for most of the time they have been in Government, they've been following Conservative spending plans on key public services. I strongly believe this will continue. The news about the wider economic picture is good, and this should be an opportunity to be a bit more imaginative, innovative, pro-business, cut taxes for the average person, conserve our environment, and do so whilst protecting our public services.

Liberal Democrat proposals would see VAT cut down to the EU minimum of 15%, saving ordinary people and businesses hundreds - or thousands, or more - every year. We would take the poorest out of Income Tax altogether, and remove both the bureaucratic worry and the burden of a tax bill. And our budget will show how we can do that all whilst giving our schools, NHS, and environment the investment they need. That is what a budget proposal that rejects the status quo and demands better for this country would look like, and charters a new and better course for Britain. We will see a lot of spin from Labour going forward, but really things will be rather simple - this will be a budget that continues things are they are. Not one which demands better.
