Sam was born in 1981 to middle class German-Jewish parents, who lived in Golders Green. She studied Economics at the LSE, where she met her husband Joseph Berman. They married at the Belsize Square Synagogue in 2003. Their daughter, Anita, was born in 2005. Having graduated with a first class degree, Sam entered the Civil Service fast stream, working as an economist from 2002. By 2009, however, it had become likely that the Conservatives would win the upcoming General Election. Sam had no desire to play a role in the austerity programme that they were proposing, so left the Civil Service to work in the Royal Logistics Corp of the army. She toured Iraq between November 2010 and April 2011. She successfully contested the Finchley and Golders Green constituency at the 2015 election, regaining the seat for Labour.
