Victor was born in Manchester to Richard Wolfe, an aeronautical engineer who worked for Avro and helped develop the Avro 707 and later the Avro 698 (the Vulcan bomber) and his wife (who died of an infection shortly after giving birth. He had a relatively normal childhood and attended the University of St. Andrews, taking a degree in Financial Economics. Upon graduation he was able to get a job in Avro’s business management side, staying with the company when it was absorbed by Hawker Siddeley Aviation in 1963 and moving from Manchester to the company’s headquarters in London, where he worked as a business manager for the massive firm.
In 1964 he married Laura Williams; over the next few years, Laura and Victor had two sons: Eric and Victor Jr. Laura is an artist and author; none of her works are fantastically famous, but it was enough to bring a little bit of extra income.
When Hawker Siddeley became absorbed by the nationalised British Aerospace in 1977, Victor was called on to assist in the team that assisted in the merger of other aviation companies, and he left British Aerospace after assisting in preparing for the partial privatisation of the firm in 1980.
In 1981, Victor moved with his family, including his now-retired father, to Edinburgh, Scotland; Victor had loved the city when he visited it on breaks during his time at university. He worked in finance at the Royal Bank of Scotland overseeing some of its holdings in the industrial area, but never really seemed that interested in working for a large financial company, and he left the position in 1982. For a year he helped to raise his children while his wife continued to focus on her art.
He was always a member of the Conservative Party, valuing their financial and economic positions (well, and social positions as well; his father was also a Conservative Party member) and supported the party where he could financially and volunteering. When the Stirling Constituency was created, Victor stood for election as a Conservative where he won with a majority of 5,000. Subsequent elections say Labour candidates eating into that- with a majority of just 964. In 1992, Victor won a majority of 1420, improving on his results from 1987.
Given his background, Victor was given various positions in HM Treasury; from 1991 to 1992 he served as the Chief Secretary to the Treasury under Chancellor Isaac Westcott.
